In the game, a massive tech conglomerate known as Aurora, Inc. has launched an algorithmic surveillance network that monitors New York City, preventing even the smallest crimes before they occur. However, they periodically turn the cameras off for 20-minute intervals to conduct "experimental technological initiatives" on the citizens, giving them plausible deniability.

During these intervals, players take part in a citywide crime competition to amass as much cash as possible, with the winner being crowned Gangstar and receiving fame and accolades. All the cash players collect is stored in a money bag worn as a backpack, and they must steal from other players and defeat them to add to their riches before the cameras turn back on and their competitors seek revenge.
