Your phone will announce the name of the caller while receiving an incoming call. And your smart phone also announces the SMS sender's name and contents of the message which is optional. The Caller Name Announcer basically uses a mobile built-in function called text-to-speech which is available in almost all Android smartphones.

Caller Name Announcer works only if your android smartphone has text-to-voice library. If your phone does not have this as a built-in feature, you can download it from the Google Play Store for free.

When this feature is enabled on your Android phone, your phone will announce all calls with the caller name. The caller's name will not replace your phone's ringtone. This feature will only reduce the volume of the ringer when the caller name is announced.
