Try downloanding the game without SIM card and use Wifi. You can put the SIM cars back after game tutorial. That's what worked for me. No need for VPN

Depending on phone model, some phones open games like this slower than others. Give it a minute or two and if it force closes, then you can't play it until you have a better phone.
